Positive Development, Inc. provides independent educational evaluations (IEEs) for students in Oregon and Washington. This page exists so that when a parent names Dr. Bush as their chosen evaluator, your team can verify qualifications, location, scope, and cost without a phone call.

Evaluations offered

Reading / Dyslexia IEE. Is this dyslexia, and what attention and executive-functioning factors are driving it? Cognitive assessment (RIAS-2 or reduced WISC-V), WIAT-4 reading cluster yielding the Dyslexia Index, a rapid-naming probe, and multi-informant executive-functioning and attention rating scales across parent, teacher, and self-report.

Math / Dyscalculia IEE. Is this a mathematics disorder, and what attention and executive-functioning factors are driving it? Cognitive assessment, WIAT-4 mathematics including proctored written computation, a brief reading rule-out, and the same multi-informant rating battery.

Combined Reading and Math IEE. Both academic areas in a single evaluation, with shared cognitive and executive-functioning components.

Records Review and Consultation. Review and written critique of an existing evaluation, without new testing.

Every evaluation includes a diagnostic interview, records review, standardized testing, multi-informant rating scales, clinical integration, a written report, and a feedback session with the family.

Fees

  • Reading / Dyslexia IEE (approx. 9 hours of professional time) — $2,825
  • Math / Dyscalculia IEE (approx. 10 hours) — $3,125
  • Combined Reading and Math IEE (approx. 13 hours) — $4,025
  • Records review with brief written critique — $750 flat
  • Records review and consultation — $275 per hour

Fees are flat and all-inclusive, covering the diagnostic interview, test administration and scoring, record review, interpretation, the written report, and the feedback session. There are no separate charges for scoring, materials, or report preparation.

For districts with published IEE cost criteria: the Reading and Math evaluations fall within commonly published multidisciplinary caps. Where a district's criteria differ, Dr. Bush is glad to discuss scope and cost before the evaluation begins.

Timeline

  • Response to a district or parent inquiry within 2 business days
  • Written report delivered within 10 business days of the final testing session and receipt of all rating scales

Report standards

Reports are written to be used — at eligibility meetings, in IEP development, and where necessary in dispute resolution. Each report:

  • States diagnoses under DSM-5-TR, with each met criterion itemized and supported by data
  • Distinguishes clearly between what the data support, what remains unresolved, and what falls outside the evaluation's scope
  • Documents any deviation from standardized administration, including telehealth administration, in a dedicated limitations section
  • Ties every recommendation to a specific finding
  • Describes the student's functioning without pejorative characterization, and includes an explicit inventory of strengths
